I will have the above characters mixed in my blogposts if i left my encoding (right click) at the default Western European(windows) or just Western European but if i changed to Unicode(UTF-, the blogpost will go back to normal and the above characters will be gone.
This only happen recently, does anyone knows what happened and how to solve it?

I think it could be that people are using MS word to submit stuff to your blog and then your blog has the wrong charset used in the metatags making your special characters that word uses, not reconized by the charset that your site is using.
Unfortunately I don't think by changing the charset from whatever you have to:
will change the errors that you currently have, but it most probably will prevent more of that code happening. The best thing to do is to try submitting something from word that uses these “ ” (commas) from word and then see what happens. If the error happens, then try it again, but with using the:
