If you're buying text links on other sites with the aim of boosting your site's PageRank, you'll want to be certain that those sites are actually passing PageRank to your site.

Here's a list of sites that DON'T pass PageRank, apparently because they've done something to upset Google:

My be these sites are penelized by google for some or the other reasons. A link back to these sites could only mean trouble.

If you exchange links with other sites or buy links on other sites for PR then it would be best if you check their PR before doing any exchanges or purchases.

I question whether a third party can tell for sure whether PR is being passed on, especially since Google hasn't updated it in months.

That's true.

I have recently done some link exchanges with sites that has a PR 4 plus. But all I know is that they could actually be a PR 0 - 3 now as Google hasn't updated PR for such a long time.
