So is it still a useful SEO technique to advertise or to create more exposure for a site to comment on blogs that has no follow or no no follow tags?

You still want to comment on high traffic blog in your niche, because you will gain readers and subscribers from your efforts.

Plu, if you put useful comments, you can even start a relation with the blog owner.

Yes, it's still useful. People could click on your domain names. If it's a high traffic blog, you could get also some traffic.

I only comment on blogs if I have something to say. So I'm not worried about the nofollow tags really as I'm not doing it for SEO purposes.

I think it's still useful to comment if you have something to say and you may get some traffic in return as well.
