Personal contact. Find people who have the market you are targeting. This can be done via forums, ezine lists, direct contact via email or telephone.
Keep it personal and keep it on topic ... don't contact a siteowner on credit cards if you are marketing flower pots
You can try by offering your product free for review to trade ezine publishers, and siteowners in your target market.

Figure out where top affiliates go, such as affiliate conferences, and which sites they visit and which newsletters they subscribe to.

Bob Burg's book, "Endless Referrals".
