If they can really prove that the traffic is targeted, you can try. But I many times saw like the traffic is generated by robots who visit the site under different IPs.
I think with targete traffic there are two ways:
(1) You buy advertising (can be Google ads, can be promos sent on bases of targeted and reputable sites, or even banners) - that can be even offline advertising that shows people your web site.
